copy/paste between files

I am having trouble copy from open file to an other file. The problem is that it will not paste into the layer I want it to. I have to rerdaw it on the Layer I require it on. Example. I am building a toy train. The truck assy is its owen file. When I copy the truck assy and paste it into the Box Car drawing, it does not go onto the "truck" layer of the Box Car deawing.

I had the same problem myself but found the solution through the "options" menu.
