Yes:

This instruction is from the DeltaCad help

Split a line, circle, arc, ellipse, or elliptical arc

This function is used to split a line, circle, arc, ellipse, or elliptical arc into two new objects. If this function is used on a shape the shape will be converted into lines, and then the function will be applied.

  1. Select the Edit tab on the toolbar and then select the [Split a line] button (looks like a line with a dot in the middle) or Ctrl + T
  2. Select the Line to split with the mouse.
  3. Select the location to split the Line.
    You can select a line or circle crossing the Line
    or you can pick any random position on the Line
    or you can pick the mid point of the Line by pressing Ctrl+Shift+M
Circles will be split into 2 halves then you can delete one of halves and you can EDIT the other half with the Slide an endpoint button.

'"Select a line with the mouse"   This does not appear to work. Do your left click, right click, use the a button in the Select tab, create a selection box?

"Select the location to split the Line"   How is this accomplished too ?

===================

2. Left click the line you want to split.

3. Move the mouse pointer a little off of the line until it is not Highlighted.
    A cross-hair (+) will appear near your mouse pointer on the line.
    note: Do not move the mouse pointer back to the line because it will be Highlighted again.

4. Move the mouse pointer to move cross-hair to where you want to split the line.
    note: If you want to split the line to a 2nd line crossing it, then move your
            mouse pointer to the 2nd line until the 2nd line is Highlighted.

5. Left click. The line should now be split.

* If you move your mouse pointer back over the line after you split it, you will see that part
   of the line will be Highlighted and the other part will not be Highlighted to where you split it.

* If you don't like where the split is at then UNDO the split immediately and try again.

===========================================================
* Same rules apply to splitting a circle except circles will be split into two halves.

   * If you split a circle to a line and the line does not go thru the center of the circle
      then click on the circle near the intersection that you want to split the circle to.

   * If you want an ARC that is more or less than half of a circle then delete one of the halves and EDIT the other half.

 - Yes, the instructions from the DeltaCad Help aren't very clear. They only point you in the general direction to get you started.
